pharma.be is looking for three enthusiastic full-time colleagues to reinforce its Market Access team in Brussels. To be ready for all market access challenges in the coming years, we want to recompose our Market Access team. We have vacancies for three competency levels: 1 junior market access expert, 1 advanced market access expert and 1 senior market access manager.

pharma.be is the trade association for the innovative biopharmaceutical industry in Belgium and represents over 130 both large and small companies that research and develop medicines in Belgium. Our members are a major contributor to the Belgian economy. They supply 80 per cent of all medicines used in Belgium and have 34000 employees.

pharma.be is recognised by the government as the association to negotiate on behalf of the innovative biopharmaceutical industry with the Minister of Health, the Minister of Economy, and national bodies such as the National Institute for Health and Disability Insurance (RIZIV/INAMI) and the Federal Agency for Medicines and Health Products (FAGG/AFMPS). Working at the heart of the policy development and decision-making, our aim is to ensure that patients are able to benefit from the latest and most advanced medicines.

Responsibilities of the Market Access team as a whole

The Market Access team is responsible for the follow-up of reimbursement requests that pharma.be’s member companies submit to the Committee for Reimbursement of Medicines (CTG/CRM) of the National Institute for Health and Disability Insurance.

  • The team provides customized technical and strategic advice to member companies on market access options and requirements for their reimbursement file, before submission and during the entire reimbursement procedure.
  • They analyse member companies’ reimbursement files regarding content, argumentation and consistency. For each individual file, the results of the clinical studies, the relative effectiveness, and the health economic and budgetary impact are taken into account.
  • Every two weeks they participate in the Committee for Reimbursement of Medicines where they support the interests of individual member companies as well as those of the innovative pharmaceutical industry as a whole.

The Market Access team participates actively in informing pharma.be’s member companies about the latest access and reimbursement policy developments and in supporting them in their response to these issues.

  • The team analyses policy developments regarding pricing and reimbursement, Health Technology Assessment (HTA) and other decision making criteria, real world evidence etc...
  • They keep our members up to date with the latest issues regarding market access by sharing this information with them through our extranet, newsletters, information sessions and working groups.
  • They participate actively in pharma.be’s working groups where member companies discuss and develop their points of view to access policy.

Characteristics and skills of the Market Access team as a whole

The Market Access team consists of dynamic professionals with a life science Master’s degree who are willing to gain insight in and to be part of the pharmaceutical policy in Belgium, with a special focus on market access.

They are team players who have the ability to collaborate with others to leverage internal expertise and achieve mutual objectives.

They communicate well in French and Dutch, and preferably also in English.

They are service-oriented towards our member companies by paying attention to their needs and providing customized assistance and are willing to work outside of normal office hours when this is needed to prepare the Commission for Reimbursement of Medicines’ meeting.

Desired experience and key responsibilities for each competency level

The junior market access expert is a recent graduate, who gained a basic knowledge of clinical research methods for pharmaceuticals or of the reimbursement process, at the university or at a first job.

The junior market access expert will assist the more experienced team members in the analysis of the reimbursement files and thus develop the necessary skills through on-the-job experience. He/she will be coached by the senior market access expert when performing these tasks and will report to the Medical Director.

The advanced market access expert has a minimum of 3 years experience in a pricing and reimbursement function in Belgium which implies a good understanding of the market access process and a good knowledge of Health Economics and/or clinical research methods.

The advanced market access expert will provide customized advice to member companies regarding their reimbursement file under the supervision of the senior market access expert. He/she will also reside in the Committee for Reimbursement of Medicines. He/she will be coached by the senior market access expert when performing these tasks and will report to the Medical Director.

The senior market access manager has more than 10 years experience in a pricing and reimbursement function in Belgium and is recognized as “a person to ask” when questions arise regarding market access. He/she has a good knowledge of current issues and trends in market access, and participated in senior level discussions. Other skills are those of an analytical and strategic thinker, strong negotiation skills and people management and coaching skills.

The senior market access manager is the direct contact point for the Market Access team and is thus responsible for the daily follow-up and quality of all services provided to the member companies regarding market access. He/she reports to the Medical Director.

The senior market access manager will reside in the Committee for Reimbursement of Medicines and in the Article 81 Working Group. This implies that he/she will provide customized advice to member companies on their entire market access strategy, including the managed entry agreement negotiations.
